History of Lewis County Primary
Care Center
From its beginning in 1983 to the present, the Lewis County Primary
Care Center (LCPCC) headquartered in Vanceburg, KY, has been guided by
a founding mission: to provide the most advance, qualitative healthcare
at the most affordable prices to the local and surrounding communities. With
the strength of our mission statement and a team of dedicated employees,
we have developed into a state of the art medical facility.
Many ground-breaking events have occurred throughout LCPCC’s
lifetime. These significant events have helped elevate us to new
heights. One of the most critical events occurred in 1983, when
LCPCC was first awarded the grant to become a federally qualified health
facility which was a needed necessity in Lewis County. The clinic
was embraced by the community with open arms. As a non-profit organization
we operated, with only 5 employees and a 2500 sq. ft facility. In 1988,
the clinic had experienced several difficulties and as a result hired
Jerry Ugrin as its CEO. With Ugrin’s inspiring leadership
and direction, LCPCC quickly grew from an ordinary community clinic to
an expanding high tech health center.
One of the most noteworthy events-to-date occurred on April 26, 1999,
when LCPCC became the parent company to the Lewis County Family Health
Center (now known as PrimaryPlus). The new 9,000 square ft. facility
was built using grant money from Rural Primary Health Care and loans
through USDA Rural Development program. With 15 exam rooms, an
emergency room, a radiology unit, and a video telemedicine system, the
healthcare facility is able to offer a larger variety of services, some
of which can only be found in larger cities. A new building and
a strong foundation helped Ugrin and his employees set high expectations
for the future.
Today, we have grown to be in the top 5% of all medical facilities nationwide
based on technology and low cost services. We are able to satisfy
all your healthcare needs throughout a multitude of service areas. In
fall of 2006, LCPCC decided to consolidate its many names to one more
convenient name—PrimaryPlus, in hopes of branding the organization
as a whole family. The Vanceburg Primary Plus location is home
to a Family Health Center & Pharmacy, Dental Center, Women’s
Center, and Rehab & Fitness Center. There are also three
other family health centers that are under the PrimaryPlus umbrella including
a location in Tollesboro, KY (with pharmacy), built in 2002, another
in Flemingsburg, KY, which was just opened in the summer of 2004, and
one in Maysville, KY, that opened in the summer of 2006. In July
of 2005, we welcomed the well-established Maysville OB/GYN to our family
which now operates as PrimayPlus OB/GYN. PrimaryPlus is also
extremely involved in bringing healthcare into the local school system
serving as the employer of the school nurses for the Lewis County School
System. Community involvement is important to this organization;
by working within the schools we are able to provide comprehensive care
at the patient’s convenience.
In the medical field it is crucial to keep up to date on the latest
advancements in technology, equipment, diagnosis, etc. In 2001,
we jumped on the technological wave, investing in an electronic medical
records system (EMR) ridding our facilities of filing cabinets full of
records. Each provider and nurse has a laptop computer that is
carried with them from room to room. In the touch of a stylus
a patient’s medical history and records can be retrieved helping
keep more precise medical backgrounds on patients. PrimaryPlus
also helps to stay ahead as affiliates of the Kentucky TeleHealth Network
which uses videoconferencing as a means to communicate with other providers/specialist
in other sites, helping with diagnosis ranging from dermatology to pediatric
cardiology. Through the TeleHealth Network, LCPCC is able to connect
with all of its sites, the University of Kentucky, and the University
of Louisville simultaneously if needed.
As PrimaryPlus facilities continue to expand and venture into new areas,
so does our list of providers and services. With approximately
114 employees—we are able to provide the most comprehensive care
under one roof. Over the years we have partnered with several other
medical providers to bring a larger array of services to the communities’ fingertips
including an optometrist, an endocrinologist, a cardiologist, a psychologist,
a substance abuse coordinator, and a mammography unit that visits once
a month. To insure that we always have medical providers who provide
top quality care, LCPCC serves as a training facility for doctors and
nurses from the University of Kentucky, Marshall University, Morehead
State University, and Shawnee State University.
